Professor Dr. Monica Palmirani and Luca Cervone ‘s project, Piemonte Region Legal Open Data Visualizations , has won an award at the Piedmont Visual Contest.
Professor Palmirani and Luca Cervone are affiliated with the CIRSFID research center at the University of Bologna.
Piemonte Region Legal Open Data Visualizations is a portal based on about 600 regional Acts, 4000 articles, and 600 amendments made from 1974 till today.
According to Professor Palmirani, this project won second prize in the visualization category at the Piedmont Visual Contest.
Here is information on the technology of Piemonte Region Legal Open Data Visualizations:
Every night CIRSFID’s Legal Open Data system downloads the open legal dataset provided by the Arianna legislative database, the official Piedmont Region portal.
The documents, in XML NormeInRete standard, are scraped (one by one) each night and stored in an eXist database.
Then the original documents are assigned identifiers (e.g., URI), harmonized (e.g., with Dublin Core metadata), and enriched with further legal metadata extracted by the XML nodes (e.g., citations) or using parsers (e.g., amendments).
After this step the documents are presented in three different ways:
- timeline for helping the citizen to navigate the law over time;
- bubble diagram for showing which documents produce more complexity (e.g., amendments of amendments, changes to citations, etc.) in the legal system;
- Sankey diagram for presenting the relationship between amendments and the amended documents. This diagram also shows amendments of amendments.
The enriched dataset is released as open data under a CC-BY license and with RDF metadata.
